Attracting and Protecting Seasonal Workers from Third Countries in the EU
Abstract
The study primarily covers the category of third-country nationals who enter and reside in an EU Member State for the purpose of
seasonal work within the framework of the Seasonal Workers Directive. In a few cases, questions also concern those who may be
considered seasonal workers but are not covered by the Directive, as they have a different temporary work or residence status. The Directive is not applicable in Denmark, Ireland, Norway and the United Kingdom. Hence, as far as these (Member States) are
participating in this EMN study, they are asked to report on equivalent national measures.
As far as policies and legislation regarding seasonal workers is concerned, this study shall reflect the most recent situation and
developments in the Member States, therefore focusing on 2019, whilst also covering, if relevant, policy and legal developments
over the past five years. If reasonable, contributing EMN NCPs may also include planned legal or policy developments that have not yet come into effect at the time of writing.
